KEMA SGIG reporting strategies

Smart grid projects funded under the DOE Smart Grid Investment Grant (SGIG) also face rigorous reporting requirements under the Office of Electricity Delivery and Energy Reliability (OEDER). Meeting these requirements is the lynchpin to successful grant implementation.  

 

The OEDER reporting requirements involve three basic reporting needs: Project Performance, Process Performance, and Benefit Attainment. There are also two controlling agencies to report to: the Department of Energy Agency and the Contracting Office.

 

Reporting strategies for successful SGIG project

Getting the right start can have a major impact on the utility ability to properly identify and measure the level of benefit attainment. KEMA helps utilities focus their early SGIG planning and define the appropriate steps to put in place a specific reporting framework for each project.

 

We help clients establish data collection procedures for each of the modeled benefit components. When project funding is awarded, we help utilities work with the DOE to confirm the metrics and measurement techniques. We also assist in developing links between the company’s existing systems and the benefit data collection and reporting processes according to the DOE’s CBA methodology.

We have been deeply involved in supporting applications to the DOE SGIG program. We provided multiple clients a wide range of support services including application coordination, project definition and planning, budget analysis, outcomes estimation, and federal government liaison.

 

Applicants supported by KEMA were awarded funds totaling approximately $500 million, representing 13 percent of the total DOE SGIG budget. In supporting SGIG applications, KEMA has gained invaluable experience working with DOE, understanding program goals and processes, and crafting solutions that are beneficial to all participants and stakeholders.
