KEMA Continues to Grow Global Strategic Metering Practice

Utility Industry Veterans Emmett Kelly and Will McNamara Join Team as Seasoned Consultants

BURLINGTON, MASS. (May 7, 2007) – KEMA is again expanding its global strategic metering practice to further assist utility and other industry clients worldwide, as they seek to leverage the value of their existing or planned Automatic Meter Reading (AMR) and Advanced Metering Infrastructure (AMI) assets. As part of this expansion, two experienced professionals, Emmett Kelly and Will McNamara, recently joined KEMA’s strategic metering team as senior consultants.

Kelly is a 31-year veteran of the utility industry, with extensive experience in revenue cycle services, customer service, distribution, regulatory and AMR project management. He has implemented and supported two of the largest AMR projects of their time in the U.S. while employed with Baltimore Gas & Electric and Progress Energy, and led the implementation team for two mobile workforce/mobile data systems. He has an extensive background in the full array of metering and customer account services, including meter reading, field services, revenue protection, collections, marketing and energy services, meter testing lab, field meter testing, distribution and energy systems. Prior to joining KEMA, Kelly was the director of metering and energy systems with Progress Energy and served as vice president of regulatory affairs with Itron, the largest AMR/AMI metering company in North America.

Will McNamara brings extensive regulatory policy expertise that will support and expand KEMA’s AMI / AMR service offerings. His diverse industry experience includes preparation of regulatory filings; providing objective, expert witness testimony to state regulatory commissions; AMI / AMR technology assessment; project management oversight; and corporate strategy development. Prior to joining KEMA, McNamara managed legislative and regulatory policy for Sempra Energy, during which time he participated in the business plan and regulatory policy efforts for San Diego Gas & Electric’s AMI / Smart Grid initiative. In total, McNamara has 14 years of broad energy-industry experience, during which time he has positioned himself as a recognized issue analysis expert on industry trends and projections.

KEMA’s global, cross-functional strategic metering team is assisting a number of utility and energy services clients in executing appropriate strategies that enhance the financial returns on these assets. In addition to the utilities, KEMA is also providing strategic and technical assistance to other key industry stakeholders, including some of the leading associations, investors, and equipment suppliers to industry. Even with a broad array of clients, KEMA’s full suite of AMI/AMR services is not aligned with any specific product or solution, be it meters or supporting software, enabling KEMA to provide truly independent advice to our clientele.
