KEMA study on German gas balancing market published

The German regulator (Bundesnetzagentur) published a KEMA study on the future gas balancing system in Germany. The aim of the study is the development of a market-based model to organize the procurement of balancing gas and to build fair and transparent imbalance prices, while being consistent with the new gas network access rules in Germany, the physical conditions in gas markets in general, and the specific conditions of the German gas market in particular.
For these purposes, KEMA - with involvement of TPA Solutions, Great Britain - developed a comprehensive concept which takes into account the specifics on the German gas market. The study was prepared by Christian Hewicker, Head of Markets & Regulation, and Dr. Stefanie Kesting.
A major goal was to define rules for a more efficient gas procurement system on the one hand, while moving from currently extremely high and thus non-competitive towards more market-based imbalance prices on the other. Since first results of the study were presented at an international workshop on October 1, 2007, the German gas industry has already been intensively discussing the KEMA proposals. Also, based on the KEMA study the German regulator will start an official consultation process by mid-December 2007.
