Power System Protection Testing



Today’s competitive environment with deregulation trends and the proliferation of digital numerical protection relays is deeply affecting operations of power utilities. Protection manufacturers and utilities must deal with the increasing complexity of existing applications as well as with the emergence of new applications. Protection devices must function reliably and securely in an increasingly complex and demanding environment.
Testing services
A manufacturer wants to prove the quality of the relay for technical and commercial reasons. The end-user will be interested in the utilization, specific requirements and operating conditions of the protection device.
KEMA offers manufacturers as well as end-users advanced independent test capabilities, to perform certification testing and application testing of power system protection devices.  
  • Certification testing 
    Certification testing consists of conformance and performance testing. In functional conformance testing the general protection characteristics (accuracy) are verified against the specifications through the use of analytical signals.  Technological conformance tests consider how the protection relay responds to external influences like electromagnetic disturbances (EMI), climatic conditions, mechanical conditions and insulation stress. 
    In performance testing the accuracy, operating times and security of the protection device is verified under typical network conditions including loads, different fault types, fault resistance, source impedance ratio, current transformer and voltage transformer transients.
  • Application testing
    Application testing is driven by an application and depends on many specific parameters including the type of network, network operation and reliability requirements (protection demands).    

Independent
KEMA developed open-loop test systems for automatic certification testing to perform unbiased testing of equipment from any manufacturer. For application testing KEMA uses state-of-the-art tools for comprehensive power system analysis including EMTP, ASPEN, PSSE and PSCAD. The test systems are fitted with COMTRADE file format input in order to perform fault investigations with fault recordings.
We have developed functional and technological conformance test programs for various types of protection relays: directional and non-directional overcurrent, overvoltage/undervoltage, distance, frequency, line and transformer differential relays and substation protections. These are based on recommendations developed in CIGRÉ working groups and the standards IEC and ANSI. 
In-depth projects
KEMA also has extensive experience in conducting specialized projects, including:
  • protection and insulation coordination study of Europe's largest phase-shifting transformer
  • study of the application of numerical busbar differential protection
  • study of the behavior of internal faults in autotransformers on transformer differential protection devices
  • troubleshooting of failed operations in distribution and transmission networks
