Project realization and implementation
Developing a new bio-energy power plant is not an easy task. Every plant is a unique object with its own specific characteristics. Once you have decided to invest in a new plant, you will face a long chain of events involving considerable financial and technical risks.
Do you opt for Engineering, Procurement and Construction (EPC) contracts, or for a turnkey contract? And what do you think about Power Purchase Agreements (PPA), Build-Own-Transfer (BOT) or Build-Own-Operate (BOO), fuel supply contracts and Operation and Maintenance (O&M) contracts? Or are you financing the construction of a power plant? In each of these cases you will want a guarantee that the plant will operate properly and will generate what you have agreed upon.
In all these situations KEMA can assist you either as an Employer's Representative or as an Independent Engineer.
As an Employer's Representative or an Independent Engineer, KEMA has many years of practical and proven experience with the supervision and management of large-scale power plant construction and renovation projects. KEMA never loses sight of the overall project objectives, but at the same time keeps an eye on the (technical) details, each separate one of which is of crucial importance for the success of the project: a unique and highly necessary combination.

Owner’s representative services
As the owner’s representative, KEMA will provide engineering expertise for supervision and management during the realization of your project from the beginning to the end and will overcome important obstacles together with you. This will minimize your risks.
Before starting the project and concluding contracts with contractors, we will – in consultation with you – draw up a program of requirements the plant will have to adhere to. You will want to know the financial consequences and the environmental impact. You want the best and most affordable technology and – last but not least – you want the most reliable power production.
You will have to take quite a few important decisions. KEMA, as the owner’s representative, will assist you in taking these decisions and will take a lot of work off your hands. After all, you want the best quality!
If you select KEMA as your owner’s representative, you can be sure that the plant will meet all the (quality) requirements agreed upon beforehand. We will supervise the progress of your project so that there will be no unnecessary delays that might result in extra costs; the risks will be limited, which can save you a lot of money.

Independent engineer
As your Independent Engineer, KEMA will take care on your behalf of the review of project plans and engineering documents, the auditing of manufacturers, the monitoring of construction, commissioning and performance testing and the auditing of operation and maintenance. As your independent engineer KEMA can assure you that your investment or supplier will meet all the requirements. We will even certify this.
If you select KEMA as your independent engineer, it will bring you the following benefits: you will have the certified guarantee that the plant will meet all the (quality) requirements agreed upon beforehand. The construction process will be monitored from beginning to end, which will decrease the risk of costly faults for your investment. Our advice will not be influenced by the interests of any party.
