Emissions

Gas turbine installations and other installations for the generation of (electric) energy will have to meet strict environmental demands in the future. It is of vital importance to the operators of installations to keep their operational costs as low as possible. The objective for the time to come is to reduce the emissions, in particular the NOx emissions. Because of the combination with the near future trade in NOx emission "credits", it is difficult to gain a good view of the appropriate measures to be taken to reduce the cost, as a result of the emission reduction, as much as possible.

"The solution for reducing NOx costs"
The rules concerning NOx emissions offer new opportunities to optimise your operational costs. After all, when your emissions are lower than the standard you can sell NOx credits. On the other hand, you are to minimise your costs by taking the most effective NOx reduction-measures. This is of importance because the emissions allowed will probably be considerably reduced in the future.
Solution:
Advice about optimising NOx measures is one of KEMA’s core activities both nationally and internationally. In view of the future NOx emission, trade the optimisation model EcoNOx has been developed. This model includes, among other things:
  • advice on where and when which measure needs to be taken
  • ‘what-if’ analyses
  • NOx optimisation given a number of preconditions to be determined in co-operation with the client
  • overview of measures, costs and measures per unit.    

On the basis of this model, KEMA can provide crystal clear pieces of advice, which will help you to save considerable amounts of money.


Validation of emissions

Emission monitoring plays an important role in assessing whether the license requirements are met. Additionally, the monitoring itself and processing the monitoring details also determine the quality of the environmental annual reports. An increasing interest is taken in quality control because of, for example, the (inter)national enforcement of laws. New European laws also establish requirements concerning the reliability of monitoring to be met.

Major points of interest are:

  • the latest developments in European law enforcement
  • research into the reliability of environmental reports
  • assessment of environmental annual reports
  • changes in quality concerning the monitoring and registration of emissions
  • the translation of the contents of new international standards into practice.  
Introduction Law Enforcement
The concept of uncertainty is not used univocally in current legislation. Many companies and upholders have to deal with, for example, the BEES, Bla and NeR [Dutch quality standards]. Furthermore, there will be new European Standards and a future system for NOx emission trade. In December 2001 the new European Standard for Large Incineration Plants was put into effect. This Standard contains requirements concerning emission monitoring: continuous automated monitoring of a number of air-polluting components in the flue gases of waste incineration plants. This is not something new. The fact that the uncertainty of the monitoring values obtained in this way shall not exceed a certain limit determined is though.
‘At the daily emission limit value level, the values of the 95% confidence intervals of a single measured result shall not exceed the following percentages of the emission limit values: CO: 10%, SO2: 20%, NOx: 20%, dust: 40%, TOC: 30% and HCl: 40%.’
As for testing whether the automated company monitoring equipment meets the required uncertainty demand the European standards are referred to. In 2000 a division of the European Standard for Large Incineration Plants was started (Standard 88/609/EEC). This revision now only still needs the European Parliament’s approval. In this revised Standard emission limit value levels were mentioned and requirements for these monitoring values were established for the 95% confidence interval for continuous emission monitoring (SO2: 20%, NOx: 20%, dust: 30%).
Quality Guarantee Standards

The European standard ‘Emissions of Stationary Sources: Quality Guarantee of Automated Monitoring Systems’ 0-NEN-EN 14181, is examined here. This standard was drawn up to check whether the uncertainty requirements of monitoring values of continuous automated systems could be met. Points of interest are:

  • basic statistics
  • preselection of equipment
  • installation and calibration
  • quality guarantee and control
  • annual control and testing.
