Is your environmental license IPPC-proof?
The European Directive 96/61/EC concerning integrated pollution prevention and control (IPPC), poses a number of requirements to the licensing of (large) industrial, energy and waste processing installations. The most important requirement is that environmental licenses have to be based on best available techniques (BAT). New installations must comply with the IPPC requirements instantly; licenses for existing installations should be "IPPC-proof" by 31 October 2007 ultimately. Many of the existing licenses have to be updated at short notice. The application of IPPC in licenses is based largely on so-called BAT reference documents (BREF’s). Despite (or possibly due to) their wide scope, the BREF’s leave much room for interpretation. The determination of specific best available techniques and -- very crucially!-- emission limit values in the license, remains largely the result of interaction between license applicant, competent authority and the public. KEMA is aware of the large (financial) interest which is implied with a short lead time of license procedures for new to be built or existing production installations. We also have much experience with the application of the IPPC directive. As a result, we are capable of making your license IPPC-proof while assuring a timely completion.
