Crucial role in many license procedures

An Environmental Impact Statement (EIS) plays a crucial role in many licence procedures for process and production installations. It supports the decision making on activities that may have important environmental consequences. In an EIS these impacts are described in a systematic and objective way. As an independent advisor, KEMA has wide experience in drawing up EIS's in the fields of power supply, biomass and waste treatment, reuse of residual materials, other industrial processes and policy plans. From this it follows naturally that KEMA provides support in the application of licences for several types of installations.

Is your environmental license IPPC-proof?

The European Directive 96/61/EC concerning integrated pollution prevention and control (IPPC), poses a number of requirements to the licensing of (large) industrial, energy and waste processing installations. The most important requirement is that environmental licenses have to be based on best available techniques (BAT). New installations must comply with the IPPC requirements instantly; licenses for existing installations should be "IPPC-proof" by 31 October 2007 ultimately. Many of the existing licenses have to be updated at short notice.
The application of IPPC in licenses is based largely on so-called BAT reference documents (BREF’s). Despite (or possibly due to) their wide scope, the BREF’s leave much room for interpretation. The determination of specific best available techniques and -- very crucially!-- emission limit values in the license, remains largely the result of interaction between license applicant, competent authority and the public.
KEMA is aware of the large (financial) interest which is implied with a short lead time of license procedures for new to be built or existing production installations. We also have much experience with the application of the IPPC directive. As a result, we are capable of making your license IPPC-proof while assuring a timely completion.


Licence issues of bio-energy projects

For projects in which biomass or waste materials is fired environmental licences are necessary. Obtaining a licence appears for many projects to be a major barrier. The prejudice is often that “waste” is incinerated causing great environmental risks. The issuing is complex and that’s the reason for a lot of discussion, objections and finally appeal cases. For initiators a time and money consuming affair. Based on its broad experience with licences and environmental impact assessments KEMA made an inventory of the subjects of discussion and thought of solutions for the short and longer term.
