MEP subsidies
To qualify for a subsidy, a number of requirements must be met. These requirements are set out in the Regulations on Environmental Quality in Electricity Production, known as the MEP Regulations. The MEP subsidy scheme replaced the old subsidy system based on the Regulatory Energy Tax (REB); its creation also coincided with withdrawal of the transitional tax arrangements for green energy producers. KEMA offers a variety of subsidy application support services: - inventory of heat, electricity and fuel measurements, providing information about issues such as:
- The extent to which the existing measurement system meets the MEP requirements
- The degree of accuracy attainable (in accordance with VDI 2048, ISO 9411-1)
- The modifications needed for the system to meet the MEP requirements
- analysis of the accuracy of energy flow data/process variables, in accordance with the Co-generation Measurement Code.
- determination of the system boundaries, with systematic and schematic recording
- formulation, guidance and review of measurement protocols for MEP scheme realization. A measurement protocol should include all relevant procedures, diagrams, measurement system data, E-metering accountability statement, maintenance programs, assurance system for the determination and registration of fuel use and energy production.
- preparation and/or review of required monthly measurement reports on fuel consumption, electrical energy production, thermal and/or mechanical energy production, operating hours, corrections to measurements and so forth. Emission producers are required to have their reports verified by an outside party with relevant expertise.
