Rationalisation of the Federal Wholesale Electricity and Power Market
The Project ERUS 9902 — Rationalisation of the Federal Wholesale
Electricity and Power Market — 'FOREM' was financed by the Tacis
programme and was undertaken by KEMA Consulting. The overall objective of the project is to support the ongoing
restructuring and liberalisation process in the electricity sector
in Russia with a focus on the Federal Network Company and the
interfacing problems with the other relevant market participants
like System Operator, Administrator of Trading System, et cettera.
RAO UES of Russia is the main Russian partner in the project. Recommendations have been given on: - Commercial metering systems and metering rules
- Improvement of the regulatory regime
- Recommendations of consumers' access to the market
- Supply of a network configuration information
system.
